“Vampire offshore scheme”: how “Strim Techno” and “Skyfall” of Konotopskyi receive billions on Chinese drone parts

The company “Stream Techno” is known as the developer and manufacturer of Vampire drones, as well as the owner of this trademark. In addition to it, another Ukrainian company, LLC “Skyfall Industries”, joined the development of these powerful hexacopters. In addition to the fact that numerous mentions link these two entities to one person, they are united by a whole series of somewhat strange nuances.

About the UAV “Vampire”

A hexacopter (6 propellers) with a payload capacity of 20 kg. Flight range: 20 km, altitude – 400 m. Speed: up to 80 km/h without load. Time in the air is about 23-27 minutes with a full ammunition load.

It is capable of carrying 82-mm and 120-mm mortar mines, cumulative and thermobaric munitions, as well as anti-tank mines (including TM-62). It is equipped with a bispectral thermal imaging camera for operation in the dark, has a protected GNSS navigation system and an inertial system that allows it to continue flight under enemy signal jamming conditions. It is equipped with an automatic return-to-home function in case of loss of communication.

Unit cost: $10,000 – $12,000

The mentioned person is Oleksandr Konotopskyi, founder and chairman of the supervisory board of Ajax Systems, “Entrepreneur of the Year” according to Forbes (2021) and one of the 100 leaders driving Ukraine forward according to Ukrainska Pravda (2024) and New Voice (2025). He is actively developing his main company, while participating with no less energy in the work of several others. The best known of them are the aforementioned LLC “Stream Techno” and LLC “Skyfall Industries”.

The heavy strike bomber drone Vampire created is quite popular among the military: it is purchased in significant quantities with state funds, through state defence procurement, through programs such as the “Army of Drones”, with local budget funds, and even through Prozorro – by military units and the National Guard.

And this is where the most interesting part begins.

In the current material, we will not mention the appointment of the head of “Stream Techno”, Yevhen Hvozdaryov, as head of the state enterprise “Ukroboronservis” and examine the validity of suspicions regarding receiving an astronomically large revenue of UAH 15 billion from drone production.

We will try to examine the supply of components and parts of the products of these two companies and consider whether there is any unlawful benefit in this.

The amazing “shell company”

Let’s start the analysis with LLC “Stream Techno”, which prepared the head of the state company. According to customs declarations, in 2025 and 2026 the company imported products from about 60 non-resident suppliers for a total amount exceeding UAH 43.1 billion. In January–June of the current year alone, the import value amounted to UAH 25.6 billion – actually 60% of the total figure.

In the overall list of partners, one supplier company stands out – DMO COMMERCE OU from Estonia, which has direct and indirect contracts with “Stream Techno”. During the period of cooperation, from November 2025 to June 2026, products worth UAH 4.1 billion were received, as evidenced by customs declarations.

The resource 52wmb confirms that the Ukrainian company is the sole buyer of goods from DMO COMMERCE OU.

Under a direct contract with LLC “Stream Techno”, DMO COMMERCE OU (Estonia), according to customs declarations, acts as a supplier of goods for a total amount of about UAH 940.7 million (November 2025 – June 2026).

It is worth mentioning the indirect contract between the legal entities, through which the rest of the trade passes.

Among the suppliers of units, equipment, and components for drones to Stream Techno, the Hong Kong company LINGHANGZHE INTERNATIONAL FREIGHT FORWARDING CO., LTD. stands out. In January–June 2026, it supplied goods worth UAH 3.2 billion to the Estonians (and through them to the Ukrainians).

What is interesting is that the Ukrainian recipient is the sole buyer of the company’s products, as evidenced by data on export operations from international databases.

Since the contract is indirect, payments for deliveries are made not with the company from Hong Kong, but with the Estonian DMO COMMERCE OU, which in turn transfers funds to the manufacturer’s accounts. In most cases, such an intermediary link is necessary to inflate the import price and withdraw funds abroad.

This hypothesis is confirmed by official data: the Estonian company declares a profitability level of about 50%, so DMO COMMERCE OU conducts profitable activities. On the one hand, one can be happy for the company and its team; on the other, one can understand that this profitability is achieved as a result of supplying Ukraine with goods necessary for drone production, and therefore this activity allows significant budget funds to be withdrawn from the country.

And it is unlikely that one will be able to rejoice for the DMO COMMERCE OU team either. It simply does not exist.

The company was registered on June 18, 2024, has an authorized capital of EUR 2,500, and is engaged in wholesale and retail trade. Its founder is Denys Ovsyannikov. The company’s financial statements show that it has no payroll expenses – accordingly, the aforementioned team does not exist. Moreover, the company uses the e-residency regime – therefore it does not even have a physical presence in Estonia.

In Ukraine, such a modern remote form of doing business is being promoted at the legislative level by the Ministry of Digital Transformation.

And what about the founder? He is not only a successful supplier of drone components – Mr. Ovsiannikov is also Vice President for Finance of the Ukrainian venture builder SKELAR.

Lo and behold: SKELAR is a company that creates and develops IT companies from scratch. The company was created within the ecosystem of another Ukrainian IT company, Genesis. This is the very company against whose products the U.S. Federal Trade Commission (FTC) launched an investigation. SKELAR, co-founded and CEO by Maksym Shtepa, specializes in digital products, mobile applications, online platforms, and services whose activities and revenue are oriented toward international markets.

It cooperates with the Ministry of Digital Transformation, the Ministry of Veterans Affairs, the Ukrainian Veterans Fund, Veteran Hub, Superhumans, and other partners.

And if for DMO COMMERCE OU “Stream Techno” is the sole buyer, then for the Ukrainian company it is not the only supplier. There is also – and this is confirmed by customs declarations – New Eurasian Co., Limited. This is a private company from the previously mentioned Hong Kong, specializing in international wholesale trade of electronics, cable and wire products, and industrial components. Registered on July 26, 2023, it is based in the Kwun Tong district (office 101a on the 1st floor of the Genplas building).

The company carries out export operations in favor of Ukrainian companies. In particular, two: Skyfall Industries and Stream Techno, which numerous sources persistently indicate as companies in the orbit of Oleksandr Konotopskyi. They account for 98.67% of all shipments with a total import value of UAH 56 billion (June 2025 – June 2026).

There is a hypothesis that New Eurasian Co., Limited did not appear in Hong Kong by chance – one of the world’s most attractive jurisdictions for international trade and IT business. The preferential tax regime, developed financial infrastructure, strategic location, and opportunities for international settlements have long turned the special administrative region of China into a magnet for business.

Thus, to summarize: the analysis of the foreign economic activity of LLC “Stream Techno” indicates that the company imports goods mainly from Hong Kong and China under foreign trade contracts. One of the intermediaries in these operations is the Estonian company DMO COMMERCE OU, whose ultimate beneficial owner is a person whose activities are connected with the Ukrainian IT sector.

Instead of conclusions

The concentration of supplies among a limited circle of non-residents, as well as the use of an intermediary company when purchasing goods directly from manufacturers or suppliers from China and Hong Kong, is not a typical model for independent international traders and may indicate that the mentioned non-residents function as a separate link in the structure of goods supplies to Ukraine.

Under such circumstances, it cannot be ruled out that the mentioned companies may be used to centralize procurement, form pricing policy, accumulate profits outside Ukraine, in particular the withdrawal of funds received from the defence budget, and complicate the identification of the actual beneficiaries of foreign economic operations.
